ECCMIS Training for Judicial Officers Under Cluster 6 Courts Kicks Off

Court of Appeal Justice Musa Ssekaana has officially opened a two-day training for Judicial Officers in Courts under Cluster 6 on the Electronic Court Case Management Information System (ECCMIS). The training, taking place at the Supreme Court Building Conference Hall on Level 7, brings together officers from Mukono High Court, Mukono Chief Magistrate's Court, Lugazi Chief Magistrate's Court, Kayunga Chief Magistrate’s Court, and Nakasongola Chief Magistrate's Court.

In his opening remarks, Justice Ssekaana emphasized that ECCMIS is central to the Judiciary’s digital transformation agenda. He noted that the system is designed to modernize court processes, reduce delays, and enhance transparency in the delivery of justice. By eliminating manual inefficiencies such as false affidavits of service, ECCMIS is expected to significantly improve access to justice for Ugandans. He encouraged judicial officers to take an active role in the rollout of the system, cautioning against over-reliance on clerks and reminding them that mastery of ECCMIS will help avoid complaints of incompetence. Describing the System as a "game changer," he underscored its benefits of paperless operations, efficiency, and accountability, while urging officers to guide court users, especially litigants who may have limited knowledge of technology.

ECCMIS Technical Advisor, Ms Julian Rweju, commended the Judiciary for taking a bold step in transitioning from paper-based processes to electronic systems. She noted that the Court of Appeal will officially go electronic starting October 1, setting an example for other courts to follow. She emphasized that the trainings go beyond technical skills, serving as a foundation for improved efficiency, transparency, and accountability. While acknowledging potential challenges, she assured participants of the technical team's full support. "There is no alternative. The Judiciary has decided to take this journey," she said, urging participants to take the training seriously and assuring them that once they learn the system, they will be able to navigate it successfully.

ECCMIS Project Manager Mr. Joseph Ssinabulya introduced participants to the system through atheoretical session. He outlined its benefits, key achievements, challenges, and lessons learned from earlier rollouts in Clusters 1 to 5. He also explained the available support channels for court officers navigating the system. The participants were this evening taken through a practical hands-on experience with ECCMIS.
